I cannot speak for all of my compatriates, but yes, things are a little different in the US. There's nothing to stop anyone, riding experience or not, from stopping into a dealership and riding (falling?) out with a Yamaha V-Max, Harley, or whatever.
I started riding many years ago, when I was in High school, and like most of my friends, we went through the progression of a Suzuki 90, Honda 125, Triumph 200 (remember that one?). Finally, when I was 24 and could afford a bike, I got a Honda CB400F and used that to pass my cycle license.
It does seem that there are a lot of people in this country that are searching for lost youth, or something, and go straight for the big twins. I can't explain it, but that's the way it is.
I still think the Savage makes a very good beginner's bike and is still one you might not outgrow. But to start out with an Ultra Glide, that's ridiculous.
